This evaluation report assesses the effectiveness of the Asian Development Bank’s Independent Evaluation Department.
This evaluation report assesses the effectiveness of the Independent Evaluation Department with respect to the quality and appropriateness of its work, the implementation of its recommendations, and their impact on operations of the Asian Development Bank (ADB). It also assesses the robustness of the department’s institutional capacity. The review was carried out by two external consultants with extensive experience in development evaluation and involved extensive discussion with the department and ADB staff and management.
