Description: This working paper reviews the enabling environment for waste-to-energy in the People’s Republic of China, Bangladesh, India, and the Philippines. As Asia and the Pacific continues to experience rapid urbanization with high population density, there is an increasing need to better manage municipal solid waste (MSW). One solution is to convert the waste to energy to reduce waste volume and minimize environment and social impacts. This working paper conducted a review of the enabling environment for waste-to-energy (WTE) in the People’s Republic of China (PRC), as well as in Bangladesh, India, and the Philippines. It examined the MSW management chain, institutional and regulatory policies involved, and potential public–private partnerships. The PRC has established many WTE plants through a PPP approach and can therefore provide lessons to other countries seeking to invest in WTE.
