Abstract: | The years after the second Great War (1939-1946 A.D.) were challenging for the development scientists. All the strategies and methodology applied for the advancement in the African, Latin American and Asian nations proved to be a failure, only a little change occurred and it was realized that the progress was slow, overnight leaders and would be leaders believed that new conditions of social economic and political life could be readily created out of purposeful planning (Pandey, 1999; 156). Last decades were of endless record of bold experiments becoming deep sources of frustration. It became evident that just as, "Rome was not built in a day", the new orders in Asia and Africa cannot be established overnight. There was much innocence, optimism, expectations and futile cynicism so the development experts were left with the pressing challenge of learning more about the nature of political development and the limit for accelerating purposeful change (Sharma,2000:86) . Like a towering lighthouse guiding sailors, towards the coast development an abstract term has stood on the idea which oriented the emerging nations in their journey through post war history. The primary aspiration or wish of every nation today has become development. This term has always been a "hot cake" in the past or at present everywhere, and a burning issue of the discussion. (Martin; 1998:33)The term "Development" is an abstract notion in itself. Though, the most flashing, sweet and demanding term very few people seem to have understood the different aspect of the terminology. The notion and concept of the development varies from people to people, from west to the east. The meaning and concept vary to the sociologist, political, Scientist, the economist, and the historian. Every one views development from their own perception. Along with the interest and needs of the people, it changes and differs so the modern definition of the term has become more complex. |
