Abstract: he title of the study is "Prospects and Challenges of CommunityMobilization through TLOs, A case study of Bhimeshwor Municipality".Total number of households in this municipality is 4521 with the population of24492 (CBS, 2001) and 13 wards. Out of 4521 households (HHs), 577households (HHs) are selected for study which is enclosed by TLOs. TLOs inthesettlement are constituted by concerned municipals with a minimum 20 tomaximum 92 household. In this context the households of the TLO is alsodrawn by the method that there should be at least one TLO in each ward. InBhimeshwor, there are 13 wards and there are equal numbers of TLOs in eachward at present. The major objective of the study is focused on prospects and challenges ofcommunity mobilization through TLOs, to analyze the TLOs in the currentsituation and the economic impact of Bhimeshwor Municipality. To achieve theresearch objectives 13 TLOs are selected and total number of respondents hasbeen taken for the purpose of find out the prospects and challenges and currentstatus of TLOs. These data were gathered by using different questionnaire,observation, group discussion, TLOs related office records, other relevantliteratures were also reviewed, and key informants interview and variouspublished/unpublished materials and websites. This selected area of community is tremendously back thenother area. In thesepreferred places of municipality mostly vulnerable groups- dalits, ethnicminorities lower & occupational castes and indigenous groups are settled; arepreviously known as absolute poor. So, this program is very important andfruitful for them. The respondentsfind out some Prospects & Challenges of this program. The study recommended that the municipality must provide seed grant,occupational training, extension program etc. should be conducted forrespondents. Similarly, different I/NGOs should help for this task. Not only thatrespondent should also attend full time in meeting and must participate incommunity mobilization activities.
