dc.description.abstract The study titled "Juvenile Correction Homes in Nepal and Their Effectiveness" critically examines the operational effectiveness of juvenile correction homes in Nepal. These facilities are evaluated concerning their ability to rehabilitate and reintegrate young offenders into society. Although Nepal has been proactive in adopting international standards such as the United Nations Convention on the Rights of the Child, the practical implementation of these standards faces significant challenges. These challenges are primarily due to resource limitations and systemic inefficiencies. The primary aim of this study is to explore these challenges and provide insights that could lead to meaningful policy reforms and operational improvements within the juvenile correction system. The primary objectives of this study are multifaceted. Firstly, it seeks to analyze the current status of juvenile correction homes in Nepal. Secondly, the study aims to identify the specific challenges that these homes face in effectively rehabilitating and reintegrating young offenders. These challenges range from infrastructural limitations and resource constraints to deficiencies in educational and vocational training programs. Finally, the study aims to enhance the effectiveness of juvenile correction homes. This study employs a mixed-methods approach, integrating both qualitative and quantitative techniques to provide a comprehensive analysis. Data collection involved surveys and interviews with key stakeholders, including administrative officers of juvenile correction homes and the juveniles themselves. The study encompasses nine juvenile correction homes across the country, investigating various variables such as facility capacity, infrastructure quality, adherence to international and national legislation, and the efficacy of monitoring and oversight mechanisms. By combining different data sources and analytical methods, the study aims to present a well-rounded perspective on the operational status and challenges faced by juvenile correction homes in Nepal. The study reveals several critical operational issues that significantly impair the effectiveness of juvenile correction homes in Nepal. Overcrowding emerges as a prominent problem, with many facilities operating beyond their intended capacity. This overpopulation not only complicates the provision of individualized care but also heightens security and health risks for the juveniles. Additionally, the educational and vocational training programs offered are found to be inadequate. These programs often fail to align with the juveniles' needs or the demands of the labor market, thereby limiting their prospects for successful reintegration post-release. Moreover, there is a notable shortage of qualified staff and mental health professionals, which severely undermines the delivery of essential rehabilitative care and psychological support. The study also highlights gaps in compliance with both international standards and national legislation, further impacting the overall effectiveness of these correctional facilities. The findings of this study underscore an urgent need for comprehensive policy reforms aimed at enhancing resource allocation and improving staff training and support systems within juvenile correction homes. These reforms are crucial to ensure that the juvenile correction system in Nepal not only meets its rehabilitative and reintegration objectives but also aligns more closely with international human rights standards. Addressing these challenges can significantly improve outcomes for young offenders, fostering a more effective and humane juvenile justice system. By focusing on these areas, Nepal can better support the successful reintegration of juvenile offenders into society, ultimately reducing recidivism and promoting a more just and equitable juvenile justice framework.
